The city in 2002 adopted the Kyoto Protocol, which calls for reducing greenhouse gas emissions to 7 percent below 1990 levels by 2012. Now that 2012 has arrived, the city still needs to cut the equivalent of about 521,000 metric tons of carbon dioxide to meet its goal.

To adapt to climate change will mean coming together on a large scale and mobilizing society's full range of resources. In other words, Big Storms require Big Government. Who else will save stranded climate refugees, or protect and rebuild infrastructure, or coordinate rescue efforts and plan out the flow and allocation of resources?
It will be government that does these tasks or they will not be done at all.
FLYING squads of safety inspectors charged with cleaning up the Federal Government's home insulation scheme have jetted around the country, lodging bills of up to $3000 to inspect a single home.
That's almost twice the original value of insulation installed under the scheme, which offered householders free insulation up to the value of $1600 as an economic stimulus measure.
The frequent-flying inspectors have travelled thousands of kilometres to check dodgy installations, even jetting from the Gold Coast to Melbourne, Perth to Adelaide and Brisbane to Perth.

In tonight's Florida GOP presidential debate, in his closing statement, Rick Santorum gestured over to Newt Gingrich and Mitt Romney and said very matter of factly:

I'd suggest he use his time sitting in that motorcade to read up and realize that Americans are wising up to this scam. Scaring people about hyped-up threats of doom worked for a while, but Obama better get a new gimmick if he wants to win in November.

We would ask that distribution be kept limited until it actually comes out in hard copy (scheduled for the November 2007 issue of Climatic Change) so that its chances of getting to McIntyre (et al.) are reduced, and thus the the probability is decreased that he/they will have chance to attack it before it is fully available to the public--as they almost certainly would if the opportunity arises. Weird to need to consider such things, but that is the state of our science re: this particular paper.

Dr. Pachauri, you mentioned earlier that "individual scientists can do what they wish in their own rights", which is certainly true. Differing conclusions and robust debates are crucial to progress in climate science. However, what we have here is not in this case an honest scientific discussion. Instead, Dr. Trenberth in representing the IPCC has successfully promulgated into the media his own opinion that the 2004 hurricane season was caused by global warming, which is in direct opposition to research written in the field and is counter to conclusions in the TAR. Yet, I have been asked to provide the writeup about observed hurricane activity variations for the FAR with, ironically, Dr. Trenberth as Lead Author. Because of Dr. Trenberth's pronouncements, the IPCC process on our assessment of these crucial extreme events in our climate system is compromised and its objectivity lost. While no one can "tell" scientists what to say or not say (nor am I suggesting that), the IPCC did select Dr. Trenberth as a Lead Author and entrusted to him to carry out this duty in a non-biased, objective point of view. To this, he has failed. I personally cannot in good faith continue to contribute to a process that I view as not being scientifically sound. Smith notes that cold-weather Canada has the look of a future superpower. Over the next four decades, the country’s population growth rate will be among the highest in the developed world.
There’s also a potential farming benefit. According to the International Panel on Climate Change, global warming could improve agricultural productivity in northern Europe.

I don’t pursue the electrification of the automobile out of any fear I might have of planetary meltdown. First of all, you have to realize that carbon dioxide is a trace gas, one of most minimal gases in atmosphere. If you believe in the greenhouse effect, you should realize that methane, also known as bovine flatulence, has more than 20 times the power of CO2, and yet nobody talks about it. More than 98 percent of CO2 is from natural causes—just two percent is from humans, and mostly from stationary sources. And just a fifth of the human-caused emissions are from the global automotive sector. You could plug up the spark plug holes of every car and truck on the planet with cement and it would be a rounding error as far as CO2 production is concerned.
The whole thing [blaming cars for global warming] is outrageous, and the purpose is to create an artificial scarcity of fossil fuel to raise prices and get alternative fuels, which cost way more, to start paying off.

I had the privilege to interview Dr. Hayhoe this past weekend at the University of Michigan Ross School of Business, where the Erb Institute for Global Sustainable Enterprise
was conducting a workshop and Town Hall meeting entitled "Cures for Climate Confusion".
At the 4:10 mark she says "as a woman, most of the attacks that I'm receiving are from men, and so that has a very different dynamic to it that honestly can feel very threatening and intimidating sometimes".
At the 9:00 mark, she suggests that the current period of drought in the Southwest was initiated by La Nina. She then compares CO2 emissions to poor diet and/or lack of exercise.

Of course the science on the relationship of greenhouse warming to wildfires, flooding (as distinct from heavy downpours) and winter storms remains equivocal and tentative.
Some denial in every corner, perhaps?

In his upcoming State of the Union Address, President Obama will push for more green-jobs subsidies at taxpayer expense in the name of job creation: “With a Solyndra-scandal-be-damned attitude, President Obama is expected to revive his push for new green fuel sources in Tuesday’s State of the Union address, claiming that they will boost jobs.” But these impractical proposals are haunted by the utter failure of Obama’s existing green-energy programs to produce economically-viable jobs or fuel.
The skeptics will make a meal of this when it comes out, but if they did their job properly (I know this is impossible!) they would have found it. It relates to a problem with SST data in the late 1940s. The problem will get corrected for at some point. SSTs need adjusting as there must be from buckets for the period from Aug45 by about 0.3 gradually reducing to a zero adjustment by about the mid-1960s. The assumption was that after WW2 they were all intake measurements and didn't need adjusting. This will reduce the 1940-1970 cooling in NH temps. Explaining the cooling with sulphates won't be quite as necessary.

Sounds like David Holland is now asking, under the Freedom of Information act, for the review editors' reports/letters for all WG1 chapters (apparently they're already available for WG2 chapters). So they will probably find out that Tom Karl sent only 1 sentence!

Weaker sun will not delay global warming | Reuters
(Reuters) - A weaker sun over the next 90 years is not likely to significantly delay a rise in global temperature caused by greenhouse gases, a report said Monday.
The study, by Britain's Meteorological Office and the university of Reading, found that the Sun's output would decrease up until 2100 but this would only lead to a fall in global temperatures of 0.08 degrees Celsius.
