Editorial - The Case for a Climate [Swindle] Bill - NYTimes.com
President Obama can start to prove the conventional wisdom wrong by making a full-throated case for a climate bill in his State of the Union speech this week.
...
The climate change bills pending in the Senate would not begin to bite for several years, when the recession should be over.
...
The bill passed by the House last year calls for emissions in 2020 to be 17 percent lower than they were in 2005. This is the bare minimum required to give the industrialized world a fighting chance of achieving an 80 percent reduction by midcentury, which most mainstream scientists think will be necessary to avert the worst consequences of global warming. [Which scientists, specifically, think this?  Of the scientists who do think this, what percentage support the bill passed by the House?]

Then there is the race for markets. China is moving aggressively to create jobs in the clean-energy industry. [But if they're doing this without cap and trade, why do we need cap and trade?]
...
The jobs argument should impress the Senate. [but if the bills wouldn't "bite" for several years, wouldn't the alleged jobs also not appear for several years?]

George F. Will - For Obama, a mandate to be moderate - washingtonpost.com
For example, surely only Democrats tugged by the romance of political suicide will want him to try -- he will fail -- to burden the struggling economy with cap-and-trade legislation.

This complex and costly carbon-rationing plan supposedly would combat the elusive menace of global warming. Serendipitously, on Tuesday, as Massachusetts voters were telling Obama to pause regarding health-care reform, the Wall Street Journal was reporting: "An influential United Nations panel is facing growing criticism about its practices after acknowledging doubts about a 2007 statement that Himalayan glaciers were retreating faster than those anywhere else and would entirely disappear by 2035, if not sooner."

The U.N. Intergovernmental Panel on Climate Change -- co-winner with Al Gore of another absurd Nobel Peace Prize -- issued the questionable 2007 report, which was based on a 2005 report from an environmental advocacy group that relied on a 1999 article quoting an Indian scientist who actually did not mention 2035. Another day, another dollop of evidence of the seepage of dubious science into policy debate, and another reason to proceed cautiously.

China: Cold freezes sea-farmers' income
Record low temperatures and the worst sea ice in 30 years have caused huge losses to sea-farmers and fishermen as well as chaos on the streets of Shandong and Liaoning provinces.

About 40 percent of the Bohai Sea's surface is already frozen. Sea-farmers said they expected nothing to be left by spring.

Ding Zhixi, an official of the Shandong provincial sea and fishing authority, said sea ice has affected 125,500 hectares of sea-farms. Sixteen fishing ports were blocked by ice, and nearly 4,000 fishing boats remain frozen in the sea.

The worst sea ice in 40 years appeared began early January along the coasts of the Bohai Sea and the Yellow Sea as cold fronts pushed temperatures below minus 10 degrees Celsius, according to the National Marine Forecasting Station on Sunday.

Sea ice had affected fisheries of Shandong's Qinghai, Yantai, Weihai port cities, as stocks died and boats were trapped in port.

The direct economic losses of the fishing industry in Weihai City was estimated at 420 million yuan (US$61 million), according to the city's ocean and fishery bureau.

In Yantai City, 200 boats were trapped in Haimiao port, Laizhou Bay, for more than a month.
Global warming: Shall we review the bidding?
It's been one disaster a week for a couple of months now. I said six months ago that it was time to bring some grownups onto the team representing the activist agenda for global warming. I said last week that I didn't think Pachauri would last until June 30th of this year. Looking around the warming blogs--like Real Climate, Climate Progress and others of that type--there seems to be no comprehension of the hole they are digging for themselves. Nor do reports in the major media reflect serious concern on the part of politicians who have championed the fight for so long.

Is it possible that they think nothing's wrong? That they don't need to do anything? It would be an absurdist end to this story to watch the fight against global warming end with a whimper...
IPCC's credibility has increased: Pachauri - India - The Times of India
NEW DELHI: The climate is changing on climate change. And IPCC chief R K Pachauri is feeling the heat. The latest dent to claims that the
Himalayan glaciers will melt by 2035 has clearly ruffled the climate man.

But while his credibility and that of the IPCC has taken a battering, Pachauri maintains his chutzpah in the face of growing skepticism, arguing that his acceptance that the research on glaciers had been dodgy had actually somehow enhanced the credibility of the body.
Sloppy science is seeping into the climate watchdog | Charles Clover - Times Online
Pachauri also seems to have an awful lot of jobs. He already has a full-time job as director general of the Indian Energy and Resources Institute, which seems to benefit from UK government funding. He is also an adviser to Credit Suisse, Deutsche Bank and the Chicago Climate Exchange — all of which stand to benefit from carbon trading. His predecessors, Bert Bolin, a Swedish scientist, and Bob Watson, now chief scientist at Defra, were part-time, but they put enormous effort into the job. How much time is Pachauri putting in? It doesn’t appear to be a lot.

If we are to have the best possible predictions about climate change, urgent decisions need to be taken. The agreeable but gaffe-prone Pachauri should accept it would be wise to walk now, so some heavy-hitters can step in and prevent a disastrous slide in the IPCC’s credibility. The sooner, the better.

Clearly no one important is taking global warming seriously anymore. They pay lip service to it, but they know it's a crock. Deadlines that were so important so that we could avoid "climate catastrophe" are now ignored as public opinion shifts and the credibility of the so-called scientists crumbles. I think it's well past time to just forget the whole thing.

Here's my suggestion. It's a message to deliver to global warmists everywhere. If you promise to shut the hell up, you global warming alarmists who have made obscene amounts of money by concocting this whole global warming fraud, we promise not to come after you for the money you've stolen. Let's be frank here. You scammed us good. Maybe you deserve to keep the money. UN wrongly linked global warming to natural disasters - Times Online
THE United Nations climate science panel faces new controversy for wrongly linking global warming to an increase in the number and severity of natural disasters such as hurricanes and floods.

It based the claims on an unpublished report that had not been subjected to routine scientific scrutiny — and ignored warnings from scientific advisers that the evidence supporting the link too weak. The report's own authors later withdrew the claim because they felt the evidence was not strong enough.

The main thing though is that both The Sunday Telegraph and now The Sunday Times have done the story. Pachauri will find this very difficult to ignore. My guess is that he is unlikely to survive this combined assault.

They would continue to repose their faith in the IPCC and I am reasonably sure that there would be no deviation from that reality.”

I think our credibility if anything should be enhanced that we have accepted it was a mistake and we are going to ensure that in future such a mistake will not occur. We rely on the best scientists from all over the world. I am reasonably sure that it won’t be shaken,” he said.

While accepting that the goof-up may have given a boost to climate sceptics, Pachauri said: “Climate sceptics are not looking for a handle. They are looking for anything by which they can demolish the science of climate change. But truth still prevails and world will realise the reality of climate change.”

“There is documentary evidence and in Washington DC alone there are over 1,200 lobbyists being funded to stop anything to do with climate change policy or legislation and they are being funded by 770 companies. He said that the mistake by IPCC may have given a “handle” to climate skeptics, who he claimed had “lots of money and were backed by lobbyists.” He said in Washington DC there were 1,200 lobbyists working against climate change legislation “backed by 770 companies.” He said he could give “chapter and verse” of the details about them. He said “rational people” would repose their faith in IPCC and there would be no deviation from it.

The normally confident Pachauri showed impatience at the press conference, asking the Telegraph, UK reporter to “get your facts right, mister” when the latter asked him about damage to the credibility of IPCC and Teri. Pachauri said Teri had nothing to do with the mistake. He said Teri had not “benefited at all” from IPCC. The Telegraph had alleged in a report that Pachauri had personally benefited by misusing the position he was in at IPCC. The press conference was jampacked with Indian and foreign reporters.

Pachauri said no action could be taken against the authors who had done the report on Himalayan glaciers, saying they were “not employees” of the IPCC and their works was only a “labour of love.”

In other words, Pachauri as the climate czar first recommends certain policies for mitigating global warming. He then gets involved with a commercial entity — a climate exchange (akin to a stock exchange) — which benefits from the adoption of those policies by governments.

...this led to what I’ll call the Starbucks Hypothesis: could a climate scientist have a Starbucks in the morning, collect tree rings through the day and still be home for dinner?

To make a long story short, last summer, when my wife and I visited my sister in Colorado Springs and I thought that it would be rather fun to test the Starbucks Hypothesis and I gave a bit of a teaser report in late July, promising some further reports in a few weeks, but I got distracted by the Hansen stuff. At the time, I mentioned that, together with CA reader Pete Holzmann and his wife Leslie, we visited some bristlecones in the Mt Almagre area west of Colorado Springs.

Lawrence Solomon: Winds of change - Full Comment
Not that wind, which can be economic in niche applications, ever was in the running as a major source of economically generated power. Wind power in North America costs several times as much as power produced from conventional sources. Its sole competitive advantage came from climate change fears that presaged cap and trade legislation in the U.S., which was expected to sideline coal and other CO2-intensive ways of producing power. That cap and trade legislation is now gone gone gone — after Copenhagen’s failure, the Climategate emails, and President Obama’s loss of grace, there is approximately zero chance that it will now come to pass. Meaning that meaningful U.S. curbs on CO2 are no longer in the offing.

Newly installed wind turbines idled by Minnesota's winter - TwinCities.com
Last year, about a dozen Minnesota communities dreamed of clean, green energy: spinning windmills powering hundreds of homes. Now, months after the deadline, the windmills stand largely immobile, and communities are still waiting for the power to flow.

Eleven cities, including North St. Paul and Anoka, are participating in the wind turbine project, each getting a 115-foot windmill via the Minnesota Municipal Power Association, or MMPA.

The turbines were to be fully operational by Nov. 7. To date, the number is zero.
...
The windmills each cost about $417,000 and have been erected in Anoka, Arlington, Brownton, Buffalo, Chaska, East Grand Forks, Le Sueur, North St. Paul, Olivia, Shakopee and Winthrop, as well as at the MMPA's energy park in Faribault. To fund the project, MMPA sold $5 million in zero-interest bonds.
...
The turbines were installed to meet a state law requiring energy producers to provide 25 percent of output from renewable sources by 2025.

Republican pollster Frank Luntz—the brains behind Newt Gingrich's "Contract With America" and the man who coined politically potent phrases like the "death tax"—wants to help environmentalists in their push for legislation to combat climate change. His advice? Stop talking about climate change.

The environmental community is "fighting the wrong battle," Luntz announced on Thursday at an event to mark the release of a new report by his polling firm, The Word Doctors, outlining strategies to help marshal public support for a climate bill. "The least important component of climate change is climate change."

Luntz's report, "The Language of a Clean Energy Economy," finds that the majority of the public across the political spectrum is convinced that global warming is happening and caused at least in part by humans. But, Luntz says, talking about the problem won't win support for the legislation that would solve it. Among both Democrats and Republicans polled by his firm, addressing climate change was the least important reason to support a cap-and-trade policy.
